How can I adjust my current return for past capital losses when I did not use turbo tax for earlier years

all desktop versions and all online versions except the basic version handle capital loss carryovers. you will ask about them when you get to the investment income section. 

you can use the schedule d instructions to calculate your CLCO from 2023 to 2024

If you are currently preparing a 2024 return, we can tell you navigation shortcuts to get to the Capital Loss Carryover section of the interview.  When you arrive there, the screen will say to have your 2023 Form 1040 and your 2023 Schedule D at hand, and the interview will ask for specific line items from those forms.   Are you using Online TurboTax or the desktop software?   And if Online TurboTax, which edition are you using--Deluxe or Premium? 

      NOTE:  Online Free Edition and Online Deluxe cannot prepare Schedule D.
