For the section about "Any State or Local Income Tax Refunds?" is this referring to my tax refund from 2017 filing or something else?

Yes - TurboTax is referring to your state tax refund from 2017 (that you received in 2018).

great, thank you. I am having difficulty locating my 1099-G and calculating "Total of all your payments and withholding" Where can I find this info?

Your state withholding should be shown on your 2017 W-2, box 17.  
TurboTax is calculating how much of your refund, if any, is taxable.  If you did NOT itemized your deductions on your 2017 return, you can just skip this section.
