From the web somewhere, one of the conditions listed is:
Clean penalty history: Has no prior penalties (except a possible estimated tax penalty) for the preceding three years.
In the preceding year I had $119 Penalty on Line 23 (Estimated Tax Penalty) of 1040. Is this the same as what's mentioned above as the exception, and, therefore, do I qualify for FTA?
