Filing an amended return based on the new legislation passed March 2021

I have filed a tax refund prior to the adoption of the exclusion of $10,200 income from unemployment benefits.  The IRS web site recommends to wait to file an amended return however this income is critically needed as there is no income coming into the home presently.   Should I file the amended or what is recommended by Turbo Tax?

You should not file an amended return if you are only amending to update for the nontaxable unemployment income.

The IRS has specifically asked taxpayers not to amend as they will automatically be processing refunds for returns affected by the change in the tax law.
