Filed originally in January, filed an amendment that didn’t effect my refund amounts at all on March 22 and still haven’t gotten anything. Over 9 weeks is this normal??

Amendments take 3-4 months to process. 

Did you get the first original refund?  Sounds like you didn't.  Did you mail the original return?  Was it Accepted?

Did you wait to amend until your first return was done processing and you got the first refund (or paid a tax due)?   You were suppose to wait.  If the IRS got your amended before they finished your first return it will confuse them and probably delay everything.
