File This Year's Taxes While Waiting for Last Year's Amendment to Process

I filed a tax return for Tax Year 2017 about two months ago. It is processing and will not finish processing until after April 11th. I'm ready to file my Tax Year 2018 return, but I am quite sure that I will have a larger refund for both federal and state regarding my amendment for Tax Year 2017 (that would be received this year).

If it is processed and I do get the refund from both the federal and state, will I need to apply that to my Tax Year 2018 filing? Or will that affect 2019? Or does that not even matter?

An additional federal refund doesn't matter, unless you are in one of the few states that allows a deduction for federal tax on the state return.

An additional state refund, if you have to report it at all, will be reported on your 2019 federal tax return, since you will receive it in 2019, even though it's for 2017.
