Federal return says filed, state says incomplete. Is this because state is not accepting returns until 1-27-17?

Yes.

Depending on the state, the forms may not yet be available for release and e-filing. See the link below for more information about your state:

If your state forms have been released please note that E-filing a state is only allowed once a federal return is accepted/rejected. State returns will show incomplete until federal has been accepted. The IRS will not begin accepting tax returns until Monday 1/23/17. See this TurboTax FAQ for more information
