Earned income credit question: The site says because of the pandemic I can use my 2019 tax returns to increase my refund, but I didn't work in 2021. Is this still ok?

I earned 0 income in 2021. I filed and received my tax return for 2019. I just don't want to get delayed or do something illegal on accident.

For earned income credit you can use your 2019 earned income if it was more  than your 2021 income. You can get that credit even if you had no income in 2021.

By law, your income tax return must be delayed if you are claiming the EIC.

This is normal.
