If you are using the Refund Processing Service to pay your TurboTax fees, then these fees are deducted from your federal tax refund. Please see this TurboTax FAQ for more info on Refund Processing Service:https://ttlc.intuit.com/replies/3301372

What if my federal is taken for an offset?? Will they take the fees out of my state return?? Asking because it says my state was deposited into my account but it’s still not in my account..

If your federal refund is seized by the IRS, no, your TurboTax fees will not come out of your state refund. What happens--and you signed an agreement to this-- is TurboTax goes in to your bank account and takes out the fees.

TURBOTAX TOOK MONEY OUT OF MY BANK ACCOUNT

Did you choose to have your TurboTax fees deducted from your federal refund?  Is your refund taking an unusually long time to arrive?  Or was your refund seized to pay a debt you owed? if so, you signed an agreement that says TT can withdraw its fees from your account.  TurboTax would have sent several emails to you before they took the money out of your account.
