Does anyone know if there is another way to file an admended return? The page says the section will be ready by Feb 22.

Sorry you have to wait.   Did you already get the first refund?  You need to wait until the IRS is done processing your first return and you get the refund or pay a tax due.  Then you can amend.   If you don’t want to wait you can get the 1040X from the IRS and fill it out by hand and mail it in.
