Does an employer need to send a 1099 if the total is less than $400? If no - do I need to claim it?

No. $600 is the threshold for a business to have to issue a 1099-misc.

Yes. You must report all income. Since the amount is less than $400, it will not be subject to self employment ( FICA ) tax.
