Do I need to mail in my amended federal tax return solely to specify a portion of U.S. Treasury income for Rhode Island income tax purposes and the federal return amount remains unchanged?

No, if your federal return did not change, then there is no need to amend it.  You can just prepare your amended state return.  Please see how do I amend my state tax return for more guidance.
