Do I have to file state taxes, if I made $7000?

It depends. Many States require that you file a State tax return if you filed a Federal return and have taxable income, regardless of your anticipated refund amount.

As ModestaL noted above, it depends. 

Most states have set minimum amounts of income which require you to file a state return.  Others require you to file if you filed a federal return.
