Do i have to file a 1040NR, or is this optional, I don't have any US income. I have a L1 VISA, i only spent 150 days in 2023, 0 day in 2022, and 0 day in 2021

No. If you have no US income from any source, then you do not need to file a return.

 

Publication 519, U.S. Tax Guide for Aliens states:

Nonresident aliens are taxed only on their income from sources within the United States and on certain income connected with the conduct of a trade or business in the United States (see chapter 4)
