Did not file with turbotax last year. If I download last years return from the IRS, will this years turbo tax be able to use the pdf for this year?

NO. 

....BUT, you should be able to manually enter any critical information that "might' be needed from 2022.

Don't know yet about this year, but historically, what transferred in from a prior year PDF file was so limited (just Names, address and AGI) as to be not worth the effort....that is, if the PDF was one that could be used.
