Can you please tell me if a person required to file a return if they did not work or had no income?

No, you don't need to file a return with no taxable income at all but if you want to qualify for the stimulus money TurboTax just recently setup where you can file a simple return for the stimulus money. See the following, scroll down to  What do I need to do to get my stimulus payment?, then  If you don’t need to file your taxes this year

No there is not any reason to file a tax return if you have no income of any kind.

 

Go to this TurboTax website to Register for the stimulus funds - https://turbotax.intuit.com/stimulus-check/
