Can we transfer funds from TurboTax Debit Card into our personal checking accounts after refunds are deposited into the debit card?

A simple yes or no would be excellent! From the novel I just read.  I gather the answer is no

No.  The TurboTax Visa Debit card is issued by Green Dot.  According to their website, you cannot transfer money from your Green Dot account to an outside bank account.
