Can we file joint returns this year? Husband had 1 job w/ a W-2 for last year, and 1 with an employer who paid cash. we filed quarterly est. taxes for that period.

Yes, if you are married as of the last day of the tax year (December 31, 2019), then you can choose to file a Married Filing Joint tax return.  

You do not both have to have income in order to file a joint return.  

Your other option would be to file separate returns using the Married Filing Separate status for each of you.
