Can the entire amendment process be done online if I am adding in a 1099-INT that was left out during my original return?

No. You can prepare the 1040X amended return in TurboTax but the filing needs to be done by mail. For instructions about amending your return, please see the following FAQ. https://ttlc.intuit.com/replies/3288565
