Can't open my 2018 tax file on a new computer

My old desktop PC died recently, so after I purchased a new one I loaded TurboTax Premier 2018 and did all the updates.  Then I hit "file" and "open tax return" and navigated to where I had saved my .tax2018 file. After a couple steps it asks me to download my state tax software, of which I had two states.  I download one (for free), but then it wants to charge me another $44.95 for the other state.  It says to log in to Intuit so it can detect if I previously paid for it.  I did that, but it doesn't seem to be able to detect that I paid for the other state already.  At this point the file won't open, with or without the state downloads. I've tried various things but can never get the file to open.  When I try to start a new return, it wants to import only .tax2017 data, not .tax2018 data, so that doesn't work.  This was supposed to be easy, which is why I always keep the disc and always keep the .tax file on a separate device.

If your second state that you paid for is not in your download account - https://shopping.turbotax.intuit.com/unified/downloads?route=myaccounts

Contact TurboTax support and they can push the state program to your account.

Yes this worked. I just go onto someone on the support and she pushed the 2nd state to my downloads page.
