Can I submit my state tax return before my federal tax return? I would like to use my state refund to pay my federal tax liability.

No.  You cannot e-file your state return before you e-file your federal return.  A state return cannot be accepted until your federal return has been accepted.   But you do not have to pay your federal tax due right away.  You can choose that you will pay your federal tax due by mailing a check, and then pay it later--just pay by April 15, 2019.  That will give you time to receive your state refund.
