Can I recall my tax return if I accidentally submitted before I was done?

No, once you have transmitted your return it is just like dropping it in the mailbox at the post office.  You cannot get it back.  

You will need to wait to see if it is accepted or rejected, then amend it to make your corrections if it is accepted as filed.

It's pretty hard to SUBMIT accidentally.
