Can I get the tax refund transfered to an Austrian bank account?

Probably not, "you need a U.S. account (a member of the Federal Reserve System),
or a correspondent bank (foreign or international) that maintains an account at a Federal Reserve Bank, to request a direct deposit.
If you do not have a U.S. bank account, you may visit the FDIC website or the National Credit Union Administration using their credit union locator tool for information on where to find a bank or credit union that can open an account online and how to choose the right account for you."
The IRS will not make a direct deposit to a foreign bank account. If you do not have a U.S. based account, then a check will be mailed to the address on your tax return, which you can cash or deposit in your country.
