Can I file my husband's 2016 return long before I file mine as I require his return to be assessed as soon as possible to forward to a government authority ?

we filed jointly last year through Turbo.  My husband has dementia and is in a resthome.  The authorities need his 2016 income and taxes payable to determine the amount we have to pay for his care.

this may be the first and last time he will have to file before me.

we will not be splitting income and I will claim our medical expenses.  I have power of attorney for my husband.

i would also need to know how I file my return later in 2017.  Will the end result be a joint return or two single returns?

Yes, you can file your husband's return now. If you cannot include your information, he should file Married Filing Separately. This return can be e-filed.

When you have all your information, you can file an amended return. The form 1040X will not be available until mid-February, so there is no rush. Begin the amendment with his e-filed return and add your information. Instructions for amending from Married Filing Separately to Married Filing Jointly are below.

The amended return must be mailed, and if you are anticipating a refund, expect that it will take 4-6 weeks to receive your money.
