Can I access and file tax returns outside of US ?

Do you mean can you use TurboTax if you live outside the U. S.?   Yes, you can use TT from anywhere in the world where you have internet access.    In order to pay for the software you will need a U.S. based credit or debit card.  The IRS will not make a direct deposit to a foreign bank account, so if you do not have a U.S. bank account  and you are getting a refund, it will be a check mailed to the address on your tax return.

An added comment, and kind of an added warning: 

 

As already noted: 

1)  Are you a US citizen with a Social Security Number?   If yes, then TurboTax can be used as long as you have a US bank account for any "refund" (or select refund by mail).  Also, a US-based, dollar-denominated CCD may be needed to pay for the software.

 

BUT:

2) Not a US citizen?...then it depends on your Visa status and whether you have an ITIN... I'm not sure of the details, but in some situations, non-US citizens cannot use TurboTax, and have to use software that files a 1040-NR...which TurboTax does not deal with,  (a company called Sprintax does, but I don't know their software payment requirements )
