I've been checking the IRS Status tool all year and it never changes. I call and never get a person or return call. I understand the pandemic but this is getting criminal. If I owed, i'd be in jail already!
Only the IRS can give you the status of a 2019 tax refund. You will have to contact the IRS and speak to an agent.
Call the IRS: 1-800-829-1040 hours 7 AM - 7 PM local time Monday-Friday
When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.
So after first choosing your language, then do NOT choose Option 1 (refund info). Choose option 2 for "personal income tax" instead.
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions."
- When it asks you to enter your SSN or EIN to access your account information, don't enter anything.
- After it asks twice, you will get another menu.
Press 2 for personal or individual tax questions.
Then press 4 for all other inquiries
It should then transfer you to an agent.

the IRS WMR webpage is only for 2020 returns. you can go on the IRS website, register, and see if they have a tax return transcript for you for 2019. when did you file? some late filed returns for 2019 are still being processed by the IRS so no transcript. but if you filed say before 4/15/2020 the IRS should have processed it. there would be a transcript. if there's a transcript you would need to follow up with the IRS about what happened to your refund. if no transcript and it's been over a year since you filed, it is likely the IRS never got it so you would need to refile.
