As I filed using Turbo Tax I haven not received my stimulus check due to the glitch of the third party banking that takes out the filing prep fees . How do I update my banking information with the IRS

I have not received My Stimulus Check because the IRS doesn't have My Bank Account Information, I didn't receive a Refund on 2018 Tax Return and 2019 Return I owe $2100.00 and I have set up Payments to begin in May .  When will My Husband and I receive Our Checks ??
