amending my 2024 return and my W2 has 000000 in Box 15 employer ID. There are no state taxes for this company and it say I would have to mail it in.

If there isn't an amount in boxes 16 or 17 of your W-2, leave the boxes in TurboTax blank.  You will be able to e-file.
