Amend a Return and mail

When I amend the return, Sprintax generated both 1040-X and a new 1040-NR, do i need to sign on both and physically mail to IRS? Or only the 1040-X is needed? Or do I need to mail the original 1040-NR not the new one? And they generate 1040-X with watermark "copy", which I don't think can be mailed to IRS

Only the Form 1040-X needs to signed, dated and mailed to the IRS, not the changed Form 1040-NR or the original Form 1040-NR.

However, if you have other forms or schedules which were changed then those also need to be included with the mailed amended return.   Those forms or schedules will have an Attachment Sequence Number located in the upper right corner of the form or schedule.

But they give me a 1040-X with watermark "copy", which I don't think can be mailed to IRS

Who gave you the 1040-X with the watermark "copy"?

When I mail a copy of federal to the state, do I need to mail both 1040-X and the new 1040-NR? Or only the 1040-X copy is enough?

If you have changes to the state tax return due to your changes on the federal tax return, then you should be filing an amended state tax return which you would mail to the state.

Since I moved from one state to another last year, and my previous state employer send me W-2, but I never submit state tax return to that state yet. So I think I only need the original state tax return, but when mailing, it always ask a copy of federal tax return. What do I need to mail? 1040-X and new 1040-NR or just 1040-X?

@Claude26 Include with the state tax return a copy of the Form 1040-X and a copy of the 1040-NR.  Also include with the mailed state return a note that includes your name, address and either SSN or ITIN with an explanation of why the 1040-X and 1040-NR are being included with the state filing.

But after I amend my return, the numbers on the form 1040-NR change, and I think IRS ask to attach any schedules change. So do I need to attach the 1040-NR and sign as well or no?

The amended return you are filing with the IRS does not require you to include the Form 1040-NR.  Only other forms and/or schedules which were changed.  Not the original 1040-NR or the changed 1040-NR.

As stated in the IRS Form 1040-X instructions on page 11 - https://www.irs.gov/pub/irs-pdf/i1040x.pdf

Assembling Your Return
Assemble any schedules and forms behind Form 1040-X in the order of the “Attachment Sequence No.” shown in the upper-right corner of the schedule or form. If you have supporting statements, arrange them in the same order as the schedules or forms they support and attach them last. Don’t attach a copy of your original return, correspondence, or other items unless required to do so.
