Am I going to have to wait till February 27th for my refund

That depends on your tax situation. If you are impacted by the PATH (Protecting Americans from Tax Hikes) Act, the IRS will not make your refund available until February 27th at the earliest. So why did they send my State refund on the 15th of feb 2018? if they are required by law to hold the entire refund until the 27th at earliest?
