According to the state of ca 2020 taxes were not submitted. I can locate completed documents in past turbo tax files . how do I submit at this point?

You will have to print, sign, date and mail the 2020 state tax return.

Include with the printed return all forms and schedules for the CA return, but not any worksheets or information only pages.

When mailing you must include all copies of 2022 forms W-2 and 1099 which have state taxes withheld on the form.
