A previous state tax return status shows “started”. Does that mean I didn’t complete and file it?

It shows I got the federal amount and my account info for direct deposit was entered in state but state still says “started”

Yes, "Started" means you began working on the return, but never completed and filed it.

If this return is for a previous year, you can complete the return, but will have to mail it.  If the return is for 2018, you can still complete the return and e-file it, if you wish.
