Even if you somehow get a 2016 TurboTax disk, you will not be able to use it. The software on the disk is a preliminary version that needs to be updated after it's installed, but the updates are no longer available because 2016 is no longer supported. Also, the state software is not on the disk. It has to be downloaded, but state downloads for 2016 are no longer available.
It is years too late to get a 2016 income tax refund, so if that is why you want to file, your refund has been forfeited. If you owe tax due, the IRS will still want to be paid, with late filing penalties and interest.
You can seek local paid tax help or try preparing the paper forms by hand to mail in.
