Why does form 2210 have wrong withholding number?

form 2010 says withholding is the amount of IRA withdrawal taxes paid not estimated taxes?

The calculation done for Form 2210 should include any estimated taxes paid for tax year 2022.  A penalty may be assessed if the estimates were paid later than the due dates.  One of the screens it is true shows withholding only but the calculation is based on the total amount paid, including estimated tax payments.  You should check the dates under your estimated payments to make sure what you paid was timely.  Not saying this is what you did but if you were required to pay estimates and you made all 4 at one time late in the year a 2210 penalty would be assessed.
