Why am i paying for state?

I had an offer in my inbox of 'absolute zero' for state, fedral and to file, why am I being charged the 36.99 for state?

We offer free state filing with our TurboTax Free Filing Edition. It appears you are using TurboTax Deluxe. Unfortunately, if your taxes are more complicated than what we offer in our Free Filing Edition and you require an upgrade, filing your state return is an additional $36.99.
