Where do I enter non-qualified dividends?

Form 1099-DIV is entered under
Federal Taxes
Wages & Income
choose "I'll choose what I work on"
scroll down to 
Dividends on 1099-DIV

If you mean dividends that should not have been treated as qualified due to holding periods or hedges:

If you imported, you can adjust the amounts in forms mode easiest or during interview.
