NO, it is NOT available. Form 8915F 2 T. I've seen the tool, its not listed. I've tried to file multiple times, and turbo tax says I cant file because this form isn't available.  I've done the live the chat, the expert had no specific information on this form, but assured me all forms will be available before the tax deadline. I'm not convinced.
