This issue tends to come up with New York residents. The document number is an 8 or 10 digit alphanumeric number found either on the back of the license or lower right hand corner.   It is not the same as the drivers license number. Please see this link for a visual:

I had the same exact issue but realized that the NYC id I had doesn't have the document number or an issue date; it wouldn't allow me to move on without placing something in those boxes. I bypassed this problem by clicking the 3rd option, "I don't have an id available" (paraphrased here) and it then allowed me to sign a disclosure form telling NY authorities that I authorize TurbTax to e-file my return and then it went through.
