A Taxpayer Identification Number (TIN) is your Social Security number.  Or if you are not eligible for a SS number then it is your ITIN issued by the IRS.

I got an e-mail that says my Federal Tax return was rejected (also got it for State). IND-031-04 The primary taxpayer's AGI or self-select PIN from last year does not match IRS records. The AGI is the same as last year's record. I don't have a record of my PIN from 2018.

For AGI Reject code 031

When did you file 2018? If it was late in the year try putting in zero for the AGI. And see, https://ttlc.intuit.com/community/rejections/help/what-if-i-entered-the-correct-agi-and-i-m-still-getting-an-e-file-reject/00/27031

If you can’t get it to efile you will have to print and mail it.

Be sure to attach copies of your W2s and any 1099s that have withholding on them.  You have to mail federal and state in separate envelopes because they go to different places.  Get a tracking number from the post office when you mail them for proof of filing.

My social security number is on the form.  Everything is filled out the same as it was in my 2018 form.  My husband passed away Feb. 2019 and I'm filing as a widow.  Is this creating a problem?

Yes that seems to be a problem.  I'll add you to the list.  You probably have to print and mail it this year.
