Box 9 is a verification code provided by your employer (or the employer's payroll service company) to the IRS to ensure that the W-2 being entered is legitimate.  This is an identity theft protection initiative of the IRS.

If you have an entry in this box, please include it exactly as entered in your W-2.

If your W2 has a 16 digit alphanumeric code ( 1 out of 4 w2 picked randomly this year by IRS May have that number) if so please insert that in the box, however if you W2 box 9 has nothing then make sure the cell in TurboTax prompt is blank ( by default it has instructions to under a number which needs to be deleted) otherwise the final submission would go in loop instead of Efile.
