I have the exact same problem - no explanation, only this message in TurboTax email: "This return could not be processed for e-filing due to incorrect or missing information."
I have this same error, what are we supposed to do? Form 8960 looks correct on my end.

this is terrible service and gives me zero confidence in turbotax. it says it will walk me through how to fix the problem and then goes straight back to efile. 8960 is related to investment income, turbotax took info directly from merill lynch. is there any additional help?
could this be something related to answers to healthcare coverage questions? turbotax asked me about a lapse in coverage, but i did not have one - i was always on my spouse's plan

I also had this come up: Reject code 8960_hold. It just send me back to do a normal e-file. Yet again, another unknown problem with my submission. After 8 seamless years, I'm starting to Lose confidence with TurboTax
Same issue here. I compared my 2018 return with my 2017 return and don't see any changes in how form 8960 is filled.
