What does that mean? 15 characters & 3 words?

When you ask a question in the forum, it is requesting that you use at least 3 words and at least 15 characters.

For example:  "No refund?"  has only 10  characters and 2 words.  So it doesn't meet the minimum.

  While "Where is my refund?"   has 19 characters and is 4 words.

But then, on the next page, it asks for your question AGAIN!  WHY?

I don't know.  I don't experience that, but there is more than one place from which one can post a question to the forum..  Whatever you are doing, it seems to be working OK.

The first box is for the question title.  Then further down on the page is a box where one can give the details.
