What does it mean when payment method says Refund transfer?

It means you choose to pay for your TurboTax fees out of your Federal refund.  There is an additional fee of $39.99 for that service.

I owed for 2018. Can it be taken out of 2019 refund ?

Yes, The IRS can seize some or all of your refund if you owe federal or state back taxes.
