US State Dept Annuity

I have a 1099-R US State Department, Foreign Service Annuity. 

Two questions they ask - is it a Qualified Government Distribution? I assume "yes", 

Is it a Qualified plan?  Again I assume "yes".

It is a qualified government distribution.  Is it a qualified plan?  Read this and make a decision on that.
