Unclear

Have permanent partial disability rating  I from State of Washington was homeless for several years, I haven't filed for the state of Oklahoma either.

I need to file?

It depends.

 

The disability benefits usually aren't taxable until your income reaches $25,000 or $32,000 if filing as married filing jointly. 

 

Is disability income taxable? 

 

If you determine your disability income falls under the category of not being taxable based upon the link above, you may not have a filing requirement.

 

For Oklahoma, please see the following link to determine if you have a filing requirement there as the amount to file is dependent upon whether you are a resident or nonresident of the state.
