Also what Mac OS are you on? It requires OSX 10.13 or later. Perhaps it blocks the download if the OS is not comparable.
I got my screen shot on my iPad iOS 12.4.1 (not a Mac) and was offered both Windows and Mac.
If you don't see both option log out of everything Intuit and clear your cookies and try again.
You might get a better price from a reputable online seller that still has TurboTax for 2019 in stock.
I get "something" similar if I compress my browser window to a ridiculously small window...but I see a scroll bar that does go down to the MAC selection. Are you sure you're not on a phone?
I see the section in your posted picture where a scroll bar is supposed to appear, see if it is active, even if the arrows aren't showing ...or...try expanding your browser window to full size.

Good point @SteamTrain . Unless System Preferences -> General -> Show Scroll Bars -> Always is checked then a Mac will not show the scroll bar (but will allow scrolling even is the bar is not shown).

Using the inspector, I can see that there is only one button in the underlying HTML.
Deleted cookies.
Restarted browser.
Restarted Mac.
Logged out, then back in again (though that is pointless, as the link to log in takes you away from the purchase selector – after which when you log in and go to the selector...it asks you to log in.)
No need to log into anything to go to that link. I have no idea why that is happening to you since it does not happen to anyone else and I cannot reproduce it.
What are you logging into? TurboTax online is closed for 2019 of that is what you are logging into. Use the past years products link.
