Which screen are you being locked up? Screenshot would be very helpful for us to help you out.
I just found a way to upload it should be somewhere in this thread
If you are using the online version, you can close the browser then re-open and pick up where you left off. The online version will save your latest progress. You may need to enter the information on the form again on the page where it locked up.
My screen asks did I want to continue my return click it and then the circle goes around for 2-3 minutes and then a screen pops up saying error 23500. Been doing this for a week.
If you are having difficulty with your screen locking up, you may need to clear your cache or cookies or try another browser:
