That's actually not the answer.
I found that there was a Microsoft Visual C++ exe that needed to be updated. TurboTax Desktop is reliant on Visual C++ and the outdated exe caused the software not to work correctly and throw out a generic code.
Microsoft visual C++ 2022 is needed. Newer version of Microsoft Visual do not work with Turbotax. I had to reinstall Turbotax.
I reinstalled AND restarted my computer twice, still got the error with no error code.

I tried to uninstall Microsoft Visual C++, but it wouldn't uninstall and I got an error message. I even tried to uninstall in safe mode, but that didn't work either.
Try this.
1. Go to Settings > Apps > Installed Apps
2. Scroll down until you find "Microsoft Visual C++ Redistributable" (there will likely be several)
3. On each one, click on the three dots and select modify
4. On the pop up, select repair.
5. Repeat for each one.
