When I opened last years tax file to have TurboTax convert it to this year, when saving it, the app would not let me completely change directories to save it. I am left in the original folder, but no other files or folders are seen. I can go up a level and create a folder but cannot select any other folder.
TurboTax 2020 desktop for Mac will let me duplicate a file, then when I go to save it, the files and folder in that folder are visible. I can go up a level and see files and folders and go into another folder and save the file in that folder.
TurboTax 2021 desktop for Mac would not display the files and folders. However, when I just launched it, it downloaded and installed an update which seems to have fixed the problem.
So it looks like the issue is fixed.
In order for Turbo Tax to use the file, it would need to be in the original file. you can save the file and then move it to a different file, however this would cause Turbo Tax to not have access to open it.

Nope. Exists in TurboTax 2022 with current updates installed. Transferred data from previous year return. After selecting "File > Save..." from the menu, the dialog will not display folders or allow one to navigate below or out of the directory containing the previous year return. However, if I instead close the window by pressing the red circle in the top left, TurboTax prompts me to save the return, and this version of the save dialog does display subfolders and allows navigating.
