First restart (reboot) your computer. Then try installing by this method and see if the error recurs.
You must install using Administrator privilege.
First disconnect from the Internet so you can safely disable your antivirus and firewall software programs.
Close any other open programs.
If installing from a CD, insert the CD. It should start installing automatically. If it doesn't, then launch the CD this way:
Hold down the Windows+R keys to open the Run window.
Click Browse, and then navigate to the TurboTax CD on your CD/DVD/RW drive (usually Drive D).
Double-click the setup.exe file.
Click OK to launch the installer.
After installing, be sure to re-enable your antivirus and firewall programs before connecting back up to the Internet.
Reboot (restart) your computer.
Open TurboTax and run the updater.
How did you acquire the CD? Are you a TurboTax Advantage member (annual membership)? If so, in addition to an Advantage CD, Advantage members should have a complimentary download already in your account at this link:

If you are not an Advantage member, that won't apply to you. We can tell you how to speak to TurboTax Support by phone if you continue to have install problems. But try the steps outlined in the comment above first.
This turned out to be a bad CD. The downloaded version installed with no problems.
TurboTax does not run on Ubuntu. What makes you think it does?
The forum helpers can see what the last browser and OS you were using when you viewed your thread. The prior time you visited this page it indicated you were using Ubuntu, so I guess that is what SweetieJean was commenting on. Now for that latest comment it looks like you are using Windows 8.1.
